A functional division related to company issues and its life cycle is same as company ( except for re-organizing cases)
A project is organized before project start up and according to project needines and limitation will changed.( Even in quality or quantity)
A Functional Division play role as resource pool for its related sub-organization of projects. Base on this theory there are different Responsiblity and authority for functional managers v.s. project managers.

- Base On Company / Project Organization and top Management / Project Manager policy a Staffing Plan should be prepared.(including Res. Level & Duration of Neediness)
- For each Job Position should prepare a JQAR( Including Job Specification, Minimum Qualification for Assigned personnel, Authority of Job Position, Responsibility , Direct or Indirect Report, Appraisal and ….)
- Finding and Assign “Right Man For The Right Job.”
- Performance Evaluation and Interval Appraisal.( For PMT Members after Project Requirement fulfillment assigned member back to its Resource Pool)
